While I do not believe GOTV is the cause of this problem, as it is simply a spectator and has no spawned entities, I will take a look into this issue.
Perhaps masks are the cause? Bullets come from players' eyes, and masks cover those.

If you find a way to reproduce this 100% of the time, please send it to me.

How do you extract the map file i have it has .bsp.bz2

You need to install winrar and extract the map file.
A CSGO map file’s extension is “.bsp”. This file is compressed using bzip2, hence the “.bz2”. It’s similar to a .zip or .rar file.

Install winrar, double click on the file you downloaded from FDL to open, drag the map out into your csgo/maps folder.

Did you extract it after downloading from FDL?

which is what this entire post is about, thats why i posted under "BUGS, typos and errors".... Im not aiming at anything that can be hit, so why do the bullets seem to be hitting something in seemingly mid-air, to the point where he says "i can see the bullets stopping in front of me". Even if it was just visual, its still quite disruptful in normal circumstances, and i've seen players get distracted by it while shooting at someone and die because of it. 

 I suppose my title of "in front of player hitboxes" was misleading, and i apologize for that but i mainly made this for the bullets "hitting" something that isn't there
Ok, I think I understand where you're coming from now.
This appears to just be a visual glitch, my theory is that it is caused by high SV on the server. In characters' video the SV on the netgraph is 12-13.

Not something I believe we can solve server-side though.

Carl without moving his crosshair and with the bullet landing at the same place was able to hit and headshot, though not kill for some reason (that range it should've been a death), Obama.

This is definitely an issue beyond just missing, I and multiple others have experienced some wacky shit with this kind of thing. I know at the very least when it happened to me I didn't have any special models or the like if that contributes to any information, and that it was on the same map.

He's shooting pixels above where the curvature of the skull hitbox is. A small change to his aim is what resulted in that shot hitting.

In characters' video you can see the shots landing on the wall despite the visual glitch making it appear as though they are being stopped directly in-front of him.

You aren't actually hitting the players. Also, Glock is never a one-shot. Player should not have died.

Yeah man im not as retarded as i may look, im not complaining about the hitbox in this scenario. im complaining about the wall that appears to be soaking bullets in front of the model, or in charater's case, in front of himself.
Characters' case is a visual glitch, and you weren't aiming at anything that can actually be hit. There is no 'wall'.

You aren't actually aiming at the head.

CS:GO hitboxes are static. Grinch is larger than the hitbox.
