Fps lock

Problem:
So for some reason my laptop locks my fps on csgo at 60 fps once i start up the game for the 2nd,3rd,4th... time.
I currently "fix" it by restarting my computer, it fixes it but it's really annoying that i have to restart my computer a few times a day.
I have googled this multiple times but haven't found a solution yet.

Specs
My V-sync is turned off on both csgo and my computer, my fps_max is set at 0.
I have an MSI laptop with a gtx1060, 16gb of ram and a Intel i7-8750H Cpu @2.20 GHz

Does anybody know how to fix this?

Try going into your power settings and turn off power saving when unplugged

Try going into your power settings and turn off power saving when unplugged

I have already turned off power savings and I always play with my computer plugged in.

Have you looked at your Nvidia control panel settings for CS:GO? Perhaps there are settings in there. Or in Geforce Experience maybe.

I looked into it and still haven't really found a solution, within the csgo tab in Nvidea control panel settings i set Power management mode to 'prefer maximum performance' and set VSync off and it didn't change anything. I also tried VSync 3D but also without any progress.

Then i looked into Gefore experience and VSync is also disabled in there.

Do you know any other settings within Nvidea control panel/Gefore Experience that could be the issue? @Bobby

In the control panel, go to Manage 3d Settings, and then Program Settings. CS:GO won't be listed because it's in the Steam Subfolder, so go to Add and browse to D:\Program Files (x86)\Steam\steamapps\common\Counter-Strike Global Offensive (change D: to C: as you most likely have it installed on your C: drive or whatever) and then select csgo.exe. Change the V Sync setting from Use Global Setting to Off and apply.

Even if none of this works, who cares? You have a 60hz monitor probably and 60 fps is way more than you need.

Yea i already did turn off the V-sync and its still capped at 60 for some reason :/

That's just not true

Your monitor refreshes at 60 times a second. That's 60 frames per second. It can't handle anything more. You physically cannot see a difference on your monitor between 60 frames and 120 frames.

My parents are divorced and since i'm an IT student and a gamer, i need to move it multiple times a week. I don't feel like dragging a desktop with keyboard and an external hard drive, etc... around everywhere i go

That's just not true

Your monitor refreshes at 60 times a second. That's 60 frames per second. It can't handle anything more. You physically cannot see a difference on your monitor between 60 frames and 120 frames.

While i acknowledge the fact that a 60hz monitor can't refresh more than 60 frames a second, i disagree that it does not make a difference to play at a higher fps rate. I was used to playing at around 300-400fps and it is VERY notable that things like mouse movement delay, strafing, bhopping feel way different at 300 than at 60fps.

If you don't believe me please try it out yourself do a bot practice at 60fps lock and then do one without it, you will feel the difference.

Lots of people have contacted me to help me try to fix this by changing csgo settings, nvidea settings but still haven't found a solution  :-\
