Just because an admin breaks a rule doesn't automatically make it admin abuse. If he was telling other admins to not 1up you in admin chat then that could be considered abuse, but just freekilling while being an admin an admin doesn't constitute abuse. Dragon will receive a 60 minute CT ban for the freekill, however.
